Notice is hereby given that the Nassau County Board of County Commissioners will hold the following public workshops concerning extraordinary circumstances justifying the need to exceed state law limitations, discussed below, on proposed increases to the Countys Mobility Fees.  The Countys Mobility Fees are one-time charges imposed on new development at time of permitting to pay the cost of capital infrastructure needed to serve that new development. All interested persons are invited to attend and be heard regarding this matter.  All workshops will be held in the Commission Chambers, located at the James S. Page Governmental Complex, 96135 Nassau Place, Yulee, Florida 32097.

Section 163.31801(6), Florida Statutes, currently mandates the following Phase-In Limitations applicable to impact fees: (i) an impact fee rate being increased not more than 25% must be implemented in two equal annual increments, (ii) an impact fee rate increase that exceeds 25% but is not more than 50% must be implemented in 4 equal installments; and (iii) an impact fee increase may not exceed 50% of the current rate.  However. Florida law allows a County to exceed these Phase-In Limitations if there are extraordinary circumstances justifying the exceedance.

INTENT TO ISSUE PERMIT

The Department of Environmental Protection gives notice of its intent to issue a permit to Nassau Management, LLC, Larry Brantley, 37387 Henry Smith Road, Hilliard, Florida 32046 to construct and operate a new 0.00844 million gallon per day (MGD) annual average daily flow (AADF) septage management facility. Septage will be delivered to the facility by truck and treated with hydrated lime to produce Class B biosolids. Treated septage biosolids will be land applied to a 77-acre biosolids application site planted with Bahia grass. The facility will be located at latitude 30° 34' 57"N, longitude 81° 53' 6" W on Quail Road, 3 miles west of King Road, Callahan, Florida 32011 in Nassau County. The Department has assigned permit file number FLAB07541-001-DW3S to the proposed project.

The intent to issue and application file are available for public inspection during normal business hours, 8:00 a.m. to 5:00 p.m., Monday through Friday, except legal holidays, at the Department's Northeast District Office, 8800 Baymeadows Way West, Suite 100, Jacksonville, Florida 32256- 7590, at phone number (904)256-1700.

NOTICE OF RIGHTS

The Department will issue the permit unless a petition for an administrative hearing is timely filed under Sections 120.569 and 120.57, F.S., before the deadline for filing a petition. On the filing of a timely and sufficient petition, this action will not be final and effective until further order of the Department. Because the administrative hearing process is designed to formulate final agency action, the hearing process may result in a modification of the agency action or even denial of the application.

Petition for Administrative Hearing

NOTICE IS HEREBY GIVEN that on October 21, 2025, at 6:00 P.M. the Planning and Zoning Board of Nassau County will hold a public hearing at the Commission Chambers, James S. Page Governmental Complex, 96135 Nassau Place, Yulee, Florida, 32097 to consider an application for a Conditional Use, CU2025-014. The Planning and Zoning Board may continue the hearing on this matter.  The public is invited to attend the meeting concerning the following described property in Nassau County:

CU2025-014 is a request for a conditional use permit pursuant to Land Development Code, Section 9.03 and Section 28.14(L) to allow for the construction of a two-family dwelling (duplex) in the Residential Single-Family (RS-1) zoning district.

This hearing will be conducted as a quasi-judicial hearing.

PUBLIC NOTICE

The Board of Commissioners of the Florida Inland Navigation District announces a public meeting to which all persons are invited.

DATES AND TIMES: 6:00 p.m. on Thursday, October 16, 2025, and 8:00 a.m., Friday, October 17, 2025.

PLACES: The Thursday night event, beginning at 6:00 p.m., will be held at the Palm Coast Community Center, 305 Palm Coast Parkway NE, Palm Coast, FL 32137-3818.  Fridays business meetings will be held at Flagler Beach City Hall, 105 S. 2nd Street, Flagler Beach, FL 32136.

PURPOSES: On Thursday evening, October 16, 2025, from 6:00 p.m. to 8:00 p.m., the District will be hosting a Community Outreach Event to provide an opportunity for the Districts Commissioners and staff to meet and discuss waterway-related issues with local public officials, community leaders and the public. The event is free and open to all members of the public. On Friday morning, October 17, 2025, beginning at 8:00 a.m., a public meeting of the District's Board of Commissioners will be held to conduct the regular business of the District. The Districts Personnel Committee and Finance and Budget Committee may also meet. Meeting agendas are available on the Districts website at aicw.org, by contacting the District office at 1314 Marcinski Road, Jupiter, FL 33477-9427, or by telephone at (561) 627-3386 for more information.

MH 167 AND MH 170 REPAIRS

TOWN OF HILLIARD, FLORIDA

Sealed Bids for the construction of the MH 167 and MH 170 Repairs project will be received by the Town of Hilliard, Florida at Town Hall, 15859 West County Road 108 (P.O. Box 249), Hilliard, Florida 32046, until November 6, 2025, at 2:00 p.m. local time. At that time, the Bids received will be publicly opened and read aloud.

The Project includes the following Work:  Removal of approximately 60 LF of 8" VCP gravity sewer at two manholes, replacement with 8" PVC gravity sewer pipe, construct an internal manhole drop, and associated asphalt restoration.

Bids are requested for the following Contract:  MH 167 and MH 170 Repairs.

 The Issuing Office for the Bidding Documents is: CPH Consulting, LLC, 580-1 Wells Road, Orange Park, Florida 32073, (904) 278-0030.  Prospective Bidders may access and download the Bidding Documents online at www.mittauer.com upon submission of contact information and registering as a Plan Holder.  Partial sets of Bidding Documents will not be available from the Issuing Office.
