CANVASSING BOARD 

FOR THE MARCH 17, 2020 

PRESIDENTIAL PREFERENCE 

PRIMARY (PPP) ELECTION

All meetings of the Nassau County Canvassing Board (Canvassing Board) are open to the public and will be conducted at the James S. Page Governmental Complex, Supervisor of Elections Canvassing Board Room/Conference Room A, located at 96135 Nassau Place, Yulee, Florida 32097. 

The Canvassing Board will convene at 1:00 p.m. on February 26, 2020 for the public preelection testing of the automatic voting tabulation equipment to be used in the March 17, 2020 PPP Election and to perform any other duties as prescribed by law.  

Sealed Vote by Mail (VbM) ballots received prior to 8:00 a.m. on March 3, 2020 will be available for public inspection from 8:30 a.m. to 9:30 a.m. on March 3, 2020 at the office of the Supervisor of Elections, 96135 Nassau Place, Suite 3, Yulee, Florida.  Afterwards, those VbM ballots will be canvassed, opened and tabulated at the Canvassing Board meeting to convene at 10:00 a.m.; however, the results will not be generated at that time.  

Sealed VbM ballots received prior to 1:00 p.m. on March 13, 2020 will be available for public inspection from 1:30 p.m. to 2:30 p.m. on March 13, 2020 at the office of the Supervisor of Elections, 96135 Nassau Place, Suite 3, Yulee, Florida.  Afterwards, those VbM ballots will be canvassed, opened and tabulated at the Canvassing Board meeting to convene at 3:00 p.m.; however, the results will not be generated at that time.

Those wishing to inspect VbM ballots received after 11:00 a.m. on March 16, 2020 through 7:00 p.m. on March 17, 2020 must be present throughout the Canvassing Board meeting, until the last VbM ballot is presented for canvassing, on March 17, 2020.  Those ballots will be canvassed, opened and tabulated throughout the Canvassing Board meeting to convene at 3:00 p.m.; however, the results will not be generated at that time. The results of the VbM ballots, early voting, provisional ballots, and precinct results will be generated after 7:00 p.m. on March 17, 2020. 

The Canvassing Board will convene on March 19, 2020 at 5:00 p.m. to canvass, open and tabulate any remaining provisional ballots, cure affidavits for Provisional Ballots and VbM ballots, if necessary, certify the unofficial results, and perform any other duties as prescribed by law for the March 17, 2020 PPP Election.

The Canvassing Board will convene on March 27, 2020 at 3:00 p.m. to canvass, open and tabulate overseas ballots, if necessary, certify the official results, and perform any other duties as prescribed by law for the March 17, 2020 PPP Election.

The Canvassing Board will convene on March 31, 2020 at 1:00 p.m. to conduct the post-election audit of the voting system and perform any other duties as prescribed by law.  

If it becomes necessary for the Canvassing Board to reconvene after any noticed Canvassing Board meeting, the time and date will be posted at the Office of the Supervisor of Elections, online at www.VoteNassau.com, and announced at the end of the respective meeting. 

Section 101.68(2)(c)4, Florida Statutes, provides if any elector or candidate present believes that a VbM ballot is illegal due to a defect apparent on the voter’s certificate or the cure affidavit, he or she may, at any time before the ballot is removed from the envelope, file with the canvassing board a protest against the canvass of that ballot, specifying the precinct, the ballot, and the reason he or she believes the ballot to be illegal. A challenge based upon a defect in the voter’s certificate or cure affidavit may not be accepted after the ballot has been removed from the mailing envelope.

In accordance with the Sunshine Law of Florida, all Canvassing Board meetings are open to the public.

Section 286.0105, Florida Statutes, provides that if a person decides to appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

 PUBLIC NOTICE

This public notice is to solicit Pre-Qualification applications from Bidders as per the State Requirements for Educational Facilities (SREF, 2004), Chapter 4.1 (1)(a) and Nassau County School District Administrative Rule 7.68 as follows:

(1)Pre-qualification of General Contractors for Educational Facilities Construction.  A Board shall pre-qualify contractors for a one-year period or for a specific project.  The intent of this section is to prescribe uniform requirements for pre-qualification of contractors.

(a) Criteria.  Contractors shall be pre-qualified by a board on the basis of the following criteria and such other criteria as the board may adopt.

1. Proof that the contractor holds a contractor’s license, which authorizes the contractor to supervise the work within the scope of the construction project.

2. Evidence that the applicant has financial resources to start up and follow through on projects and to respond to damages in case of default as shown by written verification of bonding capacity equal to or exceeding the amount of any project for which the contractor seeks pre-qualification.  The written verification must be submitted by a licensed surety company rated excellent (A- or better) in the current A.M. Best Guide and qualified to do business within the state.  In the absence of such written verification, the board may require the applicant to submit any audited financial information necessary to evaluate an applicant’s financial ability to perform the project and to respond to damages in the event of default.

3. Evidence of experience with construction techniques, trade standards, quality workmanship, project scheduling, cost control, management of projects, and building codes for similar or less cost or scope projects as shown by the successful completion within the past five (5) years of at least two (2) other projects of similar size.

4. Evidence of satisfactory resolution of claims filed by or against the contractor asserted on projects of the same or similar size within the five (5) years preceding the submission of the application.  Any claim against a contractor shall be deemed to have been satisfactorily resolved if final judgment is rendered in favor of the contractor or any final judgment rendered against the contractor is satisfied within ninety (90) days of the date the judgment becomes final.

5. Type of work for which the contractor is licensed.  Evidence of timely completion of projects of similar scope and size.  Include any liquidated damages that may have been or could have been assessed on these projects. 

The School Board of Nassau County is calling for proposals for PRE-QUALIFYING OF GENERAL CONTRACTORS for the purpose of bidding on construction projects in Nassau County Florida.  This will be a single year pre-qualification to the approved Contractor(s).

PROJECTS:  The Contractor(s) selected for this annual pre-qualification will be eligible to bid on any assigned projects, during the one-year period, having estimated costs not exceeding the threshold amounts of $2,000,000.00 (Construction) provided for in §287.055 Florida Statues.

Pre-Qualification packets are available in the office of the Director of Facilities of the Nassau County School District, 86334 Goodbread Road, Yulee, Florida 32097.  Interested parties may pick up packets between the hours of 8:00 a.m. and 2:00 p.m., Monday through Friday.

NOTICE is hereby given that the Board of County Commissioners of Nassau County, Florida, at a Regular meeting to be held on Monday, the 24th day of February, 2020 at 6:00 P.M., or as soon thereafter as the matter may be heard, in the Commission Chambers, located at the James S. Page Governmental Complex, 96135 Nassau Place, Yulee, Florida, intends to consider for adoption the following proposed ordinances/resolution:

AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF NASSAU COUNTY, FLORIDA, BANNING THE RETAIL SALE OF DOGS, CATS OR RABBITS FROM A COMMERCIAL ESTABLISHMENT OR FROM A PUBLIC ROADWAY, COMMON AREA OR FLEA MARKET; PROVIDING FOR EXCEPTIONS FOR ANIMAL SHELTERS, ANIMAL WELFARE ORGANIZATIONS AND ADOPTION OF ANIMALS; REQUIRING A CERTIFICATE OF SOURCE; PROVIDING FOR PENALTIES; PROVIDING FOR REPUBLICATION IN THE CODE OF ORDINANCES, SEVERABILITY AND AN EFFECTIVE DATE.  

Copies of the Ordinance are available at the Clerk's Office at the Robert M. Foster Justice Center, located at 76347 Veterans Way, Yulee, Florida, Monday through Friday, 8:30 a.m. through 5:00 p.m., except legal holidays.

THE PUBLIC IS INVITED TO BE PRESENT AND BE HEARD. IF A PERSON DECIDES TO APPEAL ANY DECISION MADE BY THE BOARD, AGENCY OR COMMISSION WITH RESPECT TO ANY MATTER CONSIDERED AT SUCH MEETING OR HEARING, HE OR SHE WILL NEED A RECORD OF THE PROCEEDINGS, AND THAT, FOR SUCH PURPOSE, HE OR SHE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED.
