REQUEST FOR
QUALIFICATIONS
CONSULTING ENGINEERING SERVICES
TOWN OF HILLIARD,
FLORIDA
The Town of Hilliard, Florida, requests qualification packages from qualified individuals or firms to provide professional engineering services on a continuing contract basis for various projects, including but not limited to FDEP programs such as State Revolving Fund (SRF) programs (covering Planning, Design, and Construction Phase activities for both Drinking Water and Clean Water), the Towns CWSRF Sewer System Rehabilitation Project, Resilient Florida Planning Projects, Resilient Florida Implementation Projects, Springs Restoration Program, and Water Quality Improvement Grants Program, as well as Alternative Water Supply (AWS) programs. Additional projects may include those funded by USDA Rural Development (RD), FDOT, Rural Infrastructure Fund (RIF), Water Management Districts, and other related programs. Engineering services on a continuing contract basis may be negotiated on an as-needed basis.
Engineering services may include planning, funding assistance, preliminary engineering, topographic surveying, testing, engineering design, cost estimating, permitting, contractor bidding coordination, construction administration, and resident observation.
Qualification packages for the above-referenced services will be considered on an equal competitive basis and evaluated in accordance with the requirements of Florida Statute 287.055, the Consultants Competitive Negotiation Act (CCNA), using the following criteria:
Engineering Services Evaluation Criteria:
1. Knowledge of State & Federal Regulations Governing FDEP Programs and Other Grant Programs: 30 points
2. Experience with Projects Funded through FDEP Programs, USDA, and Other Grant Programs: 30 points
3. Experience with Small to Midsize Municipal Engineering Projects: 20 points
4. Management and Staffing: 10 points
5. Approach to Task: 5 points
6. Ability to Quickly Become Familiar with Local Conditions: 5 points

An original and six (6) copies of sealed qualification packages, marked RFQ for Consulting Engineering Services, must be received by 2:00 p.m. Thursday, September 26, 2024, at the Hilliard Town Hall, Attention: Lisa Purvis, Town Clerk, Town of Hilliard, 15859 West County Road 108, Hilliard, FL 32046. At that time, the Proposals received will be publicly opened and read aloud.
The Town of Hilliard reserves the right to reject any or all proposals, to waive any minor informalities or irregularities in the proposal process, and to make selections based on all factors being considered.
