NASSAU COUNTY 

CANVASSING BOARD 

FOR THE MARCH 17, 2020 

PRESIDENTIAL PREFERENCE 

PRIMARY (PPP) ELECTION

All meetings of the Nassau County Canvassing Board (Canvassing Board) are open to the public and will be conducted at the James S. Page Governmental Complex, Supervisor of Elections Canvassing Board Room/Conference Room A, located at 96135 Nassau Place, Yulee, Florida 32097. 

The Canvassing Board will convene at 1:00 p.m. on February 26, 2020 for the public preelection testing of the automatic voting tabulation equipment to be used in the March 17, 2020 PPP Election and to perform any other duties as prescribed by law.  

Sealed Vote by Mail (VbM) ballots received prior to 8:00 a.m. on March 3, 2020 will be available for public inspection from 8:30 a.m. to 9:30 a.m. on March 3, 2020 at the office of the Supervisor of Elections, 96135 Nassau Place, Suite 3, Yulee, Florida.  Afterwards, those VbM ballots will be canvassed, opened and tabulated at the Canvassing Board meeting to convene at 10:00 a.m.; however, the results will not be generated at that time.  

Sealed VbM ballots received prior to 1:00 p.m. on March 13, 2020 will be available for public inspection from 1:30 p.m. to 2:30 p.m. on March 13, 2020 at the office of the Supervisor of Elections, 96135 Nassau Place, Suite 3, Yulee, Florida.  Afterwards, those VbM ballots will be canvassed, opened and tabulated at the Canvassing Board meeting to convene at 3:00 p.m.; however, the results will not be generated at that time.

Those wishing to inspect VbM ballots received after 11:00 a.m. on March 16, 2020 through 7:00 p.m. on March 17, 2020 must be present throughout the Canvassing Board meeting, until the last VbM ballot is presented for canvassing, on March 17, 2020.  Those ballots will be canvassed, opened and tabulated throughout the Canvassing Board meeting to convene at 3:00 p.m.; however, the results will not be generated at that time. The results of the VbM ballots, early voting, provisional ballots, and precinct results will be generated after 7:00 p.m. on March 17, 2020. 

The Canvassing Board will convene on March 19, 2020 at 5:00 p.m. to canvass, open and tabulate any remaining provisional ballots, cure affidavits for Provisional Ballots and VbM ballots, if necessary, certify the unofficial results, and perform any other duties as prescribed by law for the March 17, 2020 PPP Election.

The Canvassing Board will convene on March 27, 2020 at 3:00 p.m. to canvass, open and tabulate overseas ballots, if necessary, certify the official results, and perform any other duties as prescribed by law for the March 17, 2020 PPP Election.

The Canvassing Board will convene on March 31, 2020 at 1:00 p.m. to conduct the post-election audit of the voting system and perform any other duties as prescribed by law.  

If it becomes necessary for the Canvassing Board to reconvene after any noticed Canvassing Board meeting, the time and date will be posted at the Office of the Supervisor of Elections, online at www.VoteNassau.com, and announced at the end of the respective meeting. 

Section 101.68(2)(c)4, Florida Statutes, provides if any elector or candidate present believes that a VbM ballot is illegal due to a defect apparent on the voter’s certificate or the cure affidavit, he or she may, at any time before the ballot is removed from the envelope, file with the canvassing board a protest against the canvass of that ballot, specifying the precinct, the ballot, and the reason he or she believes the ballot to be illegal. A challenge based upon a defect in the voter’s certificate or cure affidavit may not be accepted after the ballot has been removed from the mailing envelope.

In accordance with the Sunshine Law of Florida, all Canvassing Board meetings are open to the public.

Section 286.0105, Florida Statutes, provides that if a person decides to appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

NOTICE OF PUBLIC HEARING

The Town of Hilliard Planning and Zoning Board will hold a Public Hearing at 7:00 P.M. Tuesday March 3, 2020, in the Hilliard Town Hall Council Chambers, located at 15859 West County Road 108, to hear input regarding an application for a Special Exception # 20200204, submitted by and for Brenton Franklin.

The Exception is to allow a dwelling unit for a caretaker or security guard on the property.  The property is zoned M-1. The property Tax ID is Parcel ID: 16-3N-24-0000-0023-0020 and is located at 37387 Henry Smith Road.

Action on the matter may be taken following the closing of the Public Hearing at the regular meeting of the Planning and Zoning Board.  A copy of the application is available for inspection and copying at Town Hall during normal business hours 9:00 a.m. to 5:00 p.m., Monday through Friday.
